ie 36 3rd dozen bet 1,2 loss
     2 1st dozen  bet 2,3 loss
     7 1st dozen  bet 3,1 win
     9 1st dozen  bet 1,2 win
   15 2nd                2,3 win
   18 2nd                3,1 loss
   35 3rd                 1,2 loss
   27 3rd                 2,3 win

after 400 spins worst was 3 losses in a row
betting on 2dozens 1 unit 2 units 6units 18 units total 54 units
so progression betting good  flat bet 272wins-128losses
any thoughts ideas or data or similar systems would be
appreciated

400 spins is thoroughly unreliable as a benchmark for what is reasonably likely. 



Your max expected consecutive loss (extremely rare) is 16.  I think only 3 losses in a row (292082/3646339 = 0.08010280996912245 = 91.98971%) represents a "lucky streak" as there is an 8% chance per 3 loss streak of suffering a worse streak; i.e.  1 out of 12.5, which in my opinion is a common event. 

Its deceptive because 92% wins so often that it appears as if its the worst the wheel is likely to bring but lurking very close beneath that veneer are various much larger loss streaks that will mercilessly crush an unprepared progression.
