The law of 2/3 is a direct demonstration of probabilities.
Since probabilities hold true also for sic bo, it also applies to it. But since the "numbers of the game" are different than roulette, it doesn't apply to it. :P

Interesting Kav.

Since there are 6 sides to a dice, can we treat each side as a double street like in roulette and apply the law of 2/3 to it? There is the option of betting on any or multiple numbers from 1-6 that will appear on the dices on every throw. Numbers that appear twice will get 2 to 1, thrice will get from "3 to 1" to "12 to 1" depending on casinos.

I'm still testing out the notion of betting repeating numbers after 3-4 throws and see if it will be profitable.

Yes, the law of 2/3 holds true then.
In 6 throws you will only get 4 sides on average.

Some decades ago I read about the socalled law of the thirds in some German roulette book.
According to German roulette words a "Plein-Rotation" takes 37 spins when it comes to single numbers (including Zero). Accordingly a street-rotation ("mit 12 dreier-Transversalen") takes 12 spins from area 1-36. And a rotation with six elements takes six throws.
The German writer came with an interesting observation: After  just 2½ rotations (say 15 spins) all  six elements should have come. Streets and single numbers typically takes more than 2½ rotations to come out with all their parts. I don´t know if you are able to use this information.
Anyway, the experienced gambler knows that 1/6 can sleep very long.
