They sometimes do this and I love it. It speeds things up.

Lets say the min bet is $5. The min buy in is $20 (lol).

It eliminates the 70% broke people from buying in with their cheap 5 singles. You dont have $20?

What would it hurt a dealer or time to change up a $5 bill with 5 $1 chips? They certainly wouldn’t color up. Mostly people who want to spend just $5 will play the outside and that is min $5 a bet.  As far as I know it has always been acceptable to lay down the $5 bill on the outside bet, and the dealer may want to change it up himself with a $5 chip.

I play in a casino that has dealer tables and air ball tables, that I play on. That air ball tables have a min $1 bet anywhere on the table with a max of $1000. They are perfect for the casual player who can’t get anywhere near the dealer tables anyway.

imo....its to speed up the game. Why mess with the $5 guy when another guy wants to buy in for $800?

Because that is the dealers job!  It takes two seconds to flip a guy 5 chips. Maybe the worry the dealer will get overworked doing that.
